1. Acceptance of Terms & Legal Agreement
Welcome to the National Schemes Portal ("Platform", "we", "our", or "us"), accessible via tricolordesk.in. By accessing, browsing, registering for an account, subscribing to a service plan, or utilizing any guidance, search tools, printable checklists, or AI assistant features on this Platform, you ("User", "Operator", "Subscriber", or "You") agree to be legally bound by these Terms of Service & User Agreement ("Terms"), as well as our Privacy Policy.
IF YOU DO NOT AGREE TO ALL OF THESE TERMS, YOU MUST IMMEDIATELY DISCONTINUE USE OF THIS PLATFORM.
2. Platform Nature, Scope & Independent Intermediary Role
The National Schemes Portal is an independent, privately developed digital facilitation catalog, welfare directory, and productivity tool for cyber cafes and citizens. It is NOT an official department, ministry, agency, or statutory undertaking of the Government of India or any State Government.
- The Platform does not sanction applications, determine citizen welfare eligibility, issue government cards, or disburse public funds.
- All welfare policies, financial assistance amounts, eligibility rules, and approval criteria are determined solely and exclusively by the respective Central Ministries and State Government Departments.
- The Platform functions strictly as an electronic informational intermediary under Section 79 of the Information Technology Act, 2000, organizing publicly available government information, providing eligibility checklists, and linking to official sovereign portals (*.gov.in, *.nic.in).
3. Account Types, Registration & Security Responsibilities
3.1 Eligibility for Registration
You must be at least 18 years of age and legally competent to enter into a binding contract under the Indian Contract Act, 1872 to create an account or purchase subscription plans on this Platform.
3.2 Account Categories
- Cyber Cafe / CSC Kiosk Account: Designed for commercial digital service centers, cyber cafe operators, Common Service Centers (CSC), and form-filling kiosks assisting public walk-in customers.
- Citizen Self-Service Account: Designed for individual citizens, students, and families exploring welfare benefits and application procedures from home.
3.3 Concurrency & Session Restrictions
- Citizen Household Accounts: Strictly limited to 1 active concurrent session. A subsequent login from another device or browser automatically terminates the prior session.
- Cyber Cafe Kiosk Accounts: Hard-capped at 3 concurrent active terminal workstations within the registered commercial shop premises. When a fourth workstation logs in, the oldest terminal session is automatically evicted to ensure fair commercial use.
4. Cyber Cafe Operator & Kiosk Code of Conduct
Operators registering as a Cyber Cafe Kiosk Desk agree to adhere to the following professional standards:
- Fair & Transparent Citizen Services: Operators agree to provide genuine, ethical guidance to citizens seeking government benefits, charging reasonable local service fees for physical form-filling and printing.
- No False Government Representation: Operators shall never represent themselves or this website as an official government ministry, state department, or authorized government franchise.
- Document Confidentiality: Operators shall respect the confidentiality of citizen documents (Aadhaar, income certificates, caste records) and shall never store or retain customer personal documents without explicit consent.
- No Guarantee of Scheme Sanction: Operators must clearly inform citizens that scheme approval and financial disbursement remain at the sole discretion of government verification authorities.
5. Free Trial, Subscription Plans, Fees & Payment Policy
5.1 24-Hour Free Trial
New Cyber Cafe Kiosks and Citizen Subscribers are granted an automated 24-Hour Free Trial upon registration to evaluate portal features and directory links. Trial validity begins immediately upon successful registration.
5.2 Paid Subscription Passes & Tariff Table
Following trial expiration, continuous access is provided through verified single-account passes:

5.3 Payment Method & 12-Digit UTR Verification
- Subscriptions are payable via official Merchant UPI QR code to the designated Payee Name (Sanu Dhak).
- To activate a pass, users submit their authentic bank-generated 12-digit UTR Number / UPI Reference ID.
- Falsifying UTR numbers, submitting fabricated transaction receipts, or attempting duplicate redemptions constitutes fraud and results in immediate permanent account termination.
5.4 Refund & Cancellation Policy
- All subscription passes provide immediate access to digital proprietary databases, curated checklists, and application directories.
- Once an activation code is redeemed or an account subscription is verified and activated, fees are non-refundable.
- If an operator pays via UPI and submits a valid UTR that fails activation due to a verified platform technical defect, our support desk will either manually activate the subscription or issue a prompt refund following verification by the Administrator.
6. Intellectual Property & Proprietary Rights
The platform structure, visual layout, software scripts, styling, tri-lingual translation mappings, database curation, categorization hierarchies, and AI conversational workflows are the proprietary intellectual property of the Platform and its Lead Developer (Sanu Dhak). You may not copy, reverse-engineer, decompile, scrape using automated bots, or circumvent subscription access controls.
7. Disclaimers of Warranties & Limitation of Liability
The Platform is provided on an "AS IS" and "AS AVAILABLE" basis. We do not guarantee the uninterrupted operation, speed, or availability of external government portals (gov.in, nic.in). Central and State government servers frequently undergo maintenance or experience high traffic; the Platform is not liable for external downtime.
To the maximum extent permitted under Section 73 and Section 74 of the Indian Contract Act, 1872, the Consumer Protection Act, 2019, and Section 79 of the Information Technology Act, 2000 (Intermediary Safe Harbor), the Platform, its developers, and administrators shall not be liable for any indirect, incidental, punitive, special, or consequential damages.
8. Governing Law & Dispute Jurisdiction
These Terms of Service and any contractual disputes arising out of the use of the Platform shall be governed by, construed, and enforced in accordance with the substantive Laws of India. In the event of any legal controversy, claim, or dispute, the competent courts situated in Bankura, West Bengal, India shall possess sole and exclusive jurisdiction.
